Exempts not-for-profit entities that public trust hospitals enter into joint ventures with or acquire interests in from the Oklahoma Open Meeting Act and Oklahoma Open Records Act.

Makes marketing plans, financial statements, trade secrets, research concepts, methods, products, and proprietary information submitted to or compiled by public trust hospitals confidential unless the providing entity consents to disclosure.

Authorizes public trust hospitals to hold executive sessions to discuss confidential materials if deemed necessary.

Excludes budgetary information related to appropriations or the appropriations process from the confidentiality provisions.

Defines "public trust hospital" as any hospital created under Section 176.1 of Title 60 or Section 790.1 of Title 19 of the Oklahoma Statutes, effective November 1, 2025.
