Creates the State Parks Emergency Maintenance Act requiring the Oklahoma Tourism and Recreation Department to submit an annual "Eight-Year State Parks Emergency Maintenance Plan" beginning December 31, 2025, and each year thereafter to the Governor, legislative leaders, and appropriations chairs.

Eight-Year Plan must include maintenance, infrastructure, and construction projects listed by priority and critical need; cost estimates for each project; completion timelines; and status summaries of previously and currently funded projects.

Establishes the State Parks Emergency Maintenance Revolving Fund in the State Treasury as a continuing fund not subject to fiscal year limitations, funded by monies received by the Tourism and Recreation Department eligible under law.

Limits operational expenses funded from the revolving fund to no more than 20% of the annual amount accruing to the fund in any given state fiscal year, with remaining funds used to implement the Eight-Year State Parks Emergency Maintenance Plan.

Becomes effective July 1, 2025, with emergency clause allowing it to take effect immediately upon passage and approval.
