HB 1817 Summary

• Creates the Oklahoma Water Resources Board Well Driller and Pump Installer Program to license well drilling and pump installation professionals and ensure compliance with construction standards to prevent groundwater pollution.

• Requires the Board to partner with a Tier 1 research institution of higher education in Oklahoma to develop and fund a groundwater professional training program providing specialized education and micro-credentials for water well drillers, pump installers, plumbers, and heavy equipment operators.

• Establishes the Oklahoma Water Resources Board Well Driller and Pump Installer Program Revolving Fund in the State Treasury as a continuing fund to support program administration and training development.

• Directs the Board to develop comprehensive standards and rules in cooperation with the Well Driller and Pump Installer Advisory Council, Oklahoma Ground Water Association, and public stakeholders.

• Becomes effective November 1, 2025.
