Reduces the minimum percentage of direct labor hours for qualified nonprofit agencies from 75% to 50%, allowing agencies to qualify for the State Use Program with a lower threshold of persons with significant disabilities engaged in direct production work.

Removes the alternative qualification pathway that allowed agencies meeting the blind person definition to automatically qualify, making the 50% labor hour requirement the primary standard for all nonprofits.

Amends the definition of "person with significant disabilities" to clarify inclusion of blind persons and individuals with intellectual or developmental disabilities as defined in Oklahoma Statutes Section 1408 of Title 10.

Takes effect November 1, 2025.
