Amends Oklahoma Statutes Section 4001.5 to exempt Achieving a Better Life Experience (ABLE) account funds from Medicaid recovery liens, claims, and reimbursement proceedings filed by the Oklahoma Health Care Authority upon a beneficiary's death

Establishes that money and assets in ABLE accounts (whether established in Oklahoma or another state) shall not be counted when determining eligibility or benefit amounts for Temporary Assistance for Needy Families or other state and local means-tested public assistance programs

Maintains existing protections that ABLE account balances and distributions are exempt from levy, sale, garnishment, attachment, and other legal process, and are unassignable

Becomes effective November 1, 2025
