HB 1865 Summary

• All ballots for elections shall be printed on paper in advance of election day, with Secretary of State Election Board authorization for additional emergency printing if needed.

• Ballots for voters with blindness, disability, or inability to read or write may be printed or marked on election day as an exception to the advance printing requirement.

• Polling places shall open at 7:00 a.m. and remain open continuously until 7:00 p.m., with all voters in line at 7:00 p.m. allowed to vote.

• Registered voters must appear at the polling place for their assigned precinct; neither state nor county election boards may utilize vote centers for election day voting except in emergencies affecting specific precincts.

• Subprecincts remain permitted, and precinct officials may serve multiple precincts sharing the same polling place; bill becomes effective July 1, 2025, with emergency declaration for immediate effect upon passage and approval.
