Requires railroads operating on main tracks or branch lines in Oklahoma to carry physical manifest documents, current Emergency Response Guide, and current 49 CFR Part 240 and 242 certificates while operating trains

Mandates that conductors, engineers, railroad management, and transit employees operating trains carry tangible (physical, non-electronic) railroad identification with Federal Railroad Administration certification

Establishes civil penalties of $2,500 to $10,000 per violation, with separate violations occurring each day of non-compliance, and up to $250,000 for grossly negligent violations or repeated violations causing death or injury

Authorizes the Department of Transportation to assess penalties and requires notice of violations be communicated through at least two separate means including email, telephone, U.S. mail, or text message

Directs all collected penalty amounts to be deposited in the Oklahoma Railroad Maintenance Revolving Fund and becomes effective November 1, 2025
