Amends Section 3-132 of the Oklahoma Charter Schools Act to add "county" as a potential sponsor for charter schools serving youth in custody or supervision of the state or county through the Office of Juvenile Affairs.

Beginning July 1, 2024, the Statewide Charter School Board replaces the State Board of Education as sponsor for charter schools operated by or with contracts from the Office of Juvenile Affairs.

Maintains existing sponsor categories including school districts, accredited higher education institutions, federally recognized Indian tribes, and the Statewide Charter School Board.

The Statewide Charter School Board is limited to sponsoring no more than five new charter schools per year in counties with populations under 500,000 according to the Federal Decennial Census.

Effective date is July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval.
