• Creates the Oklahoma Plain Writing Act of 2025 requiring all state agencies to use clear, concise, well-organized writing in covered documents related to government benefits, services, and compliance requirements.

• Agencies must within 9 months designate senior officials to oversee implementation, train employees in plain writing, establish compliance processes, create website sections on plain writing, and designate points of contact for public input.

• Agencies must begin using plain writing in all covered documents by 1 year after the effective date, with the Director of the Office of Management and Enterprise Services developing implementation guidance within 6 months.

• Agencies must publish compliance plans by 9 months after the effective date and annual compliance reports thereafter on their website plain writing sections.

• Bars judicial review of compliance or noncompliance and creates no enforceable rights, with the act becoming effective November 1, 2025.
