Designates Pardon and Parole Board members as regular full-time, salaried employees effective upon enactment of the bill.

Sets Board Chair compensation at $24,800.00 per annum, paid monthly as $400.00 for meeting preparation and $1,667.00 for regular monthly Board meetings.

Sets Board member compensation at $85,000.00 per annum, paid monthly as $400.00 for meeting preparation and $1,500.00 for regular monthly Board meetings.

Requires Board Chair selection by the Board members themselves rather than external appointment.

Establishes attendance requirements stating that failure to attend two or more Board meetings in a calendar year (except for justifiable excuse) results in loss of monthly compensation, and failure to attend three or more meetings constitutes official misconduct subject to removal proceedings.

Becomes effective November 1, 2025.
