Amends Section 3635 of the Filmed in Oklahoma Act of 2021 to add two new incentive categories: a 2% incentive for projects obtaining commercial banking services from state-authorized banks, and a 5% incentive for projects with faith-based or family values content.

Maintains base incentive of 30% maximum of qualified production expenditure for projects filmed in Oklahoma, plus 7.5% to 20% for nonresident crew wages depending on payment date.

Allows additional incentives up to 5% for various categories including out-of-state county filming, soundstage facilities, television series, multi-film deals, Oklahoma music licensing, Oklahoma vendor post-production expenses, and other qualifying activities.

Caps total incentive payments at 30% maximum of qualified production expenditure regardless of how base and additional incentives are combined.

Becomes effective July 1, 2025, with emergency clause allowing immediate effect upon passage and approval.
