Amends Oklahoma rape statutes (21 O.S. Section 1111) to explicitly include employed and contracted school resource officers and security guards within the definition of "employee of a school system" for purposes of sexual abuse prosecutions involving students aged 16-19.

Expands lewd and lascivious conduct charges (21 O.S. Section 1123) to include acts by school resource officers and security guards; establishes penalties of 3-20 years imprisonment for violations, with enhanced sentences of 25+ years when victim is under 12 years old.

Defines "employee of a school system" to include teachers, principals, school system employees, contractors, school resource officers, and security guards in sexual battery provisions involving students aged 16-19.

Establishes enhanced penalties for repeat offenders: second or subsequent violations ineligible for probation or suspended sentence; third or subsequent violations punishable by life imprisonment or life without parole.

Declares the act an emergency measure effective immediately upon passage and approval.
