Oklahoma HB 2013 Summary

• Creates "Dylan's Law" requiring Service Oklahoma to allow voluntary epilepsy designation on driver licenses and state identification cards using a unique symbol, effective June 1, 2026.

• Designations can be displayed on the card or in the Oklahoma Law Enforcement Telecommunications System (OLETS) and cardholders may remove the designation at any time.

• Adds duty to State Commissioner of Health to provide guidance to medical professionals on identifying patients at elevated risk for sudden unexpected death in epilepsy (SUDEP) and requires Chief Medical Examiner to educate staff about SUDEP.

• Requires Division of Health Care Information to develop public information program about SUDEP danger and encourage the American Medical Association to create a CPT Code for epilepsy education.

• When autopsy is performed on deceased with epilepsy history, the report must investigate and determine if death was caused by SUDEP, and if so, notation must appear on death certificate and be reported to North American SUDEP Registry (NASR).
