HB 2034 Summary

• Creates the Regional Rural Transportation Task Force operating until December 31, 2026, to address critical transportation needs in western Oklahoma (NORTPO and SORTPO regions) with membership from legislative representatives, regional planning organizations, state agencies, and health/development authorities.

• Task Force shall meet at least bimonthly with majority quorum requirement, select a chair from its membership, and receive no compensation but travel reimbursement for duties.

• Task Force must develop and implement at least three separate pilot programs by December 31, 2026, focused on volunteer drivers, mileage reimbursement, real-time tracking software, transit hubs, and integrated scheduling systems.

• Requires Task Force to expand Oklahoma Department of Transportation's mobility management program to include two mobility navigators each in NORTPO and SORTPO regions with 100% funding of eligible program costs.

• Mandates annual reports by October 1 to the Governor, legislative leaders, and transportation committee chairs; staffing provided by Oklahoma Department of Transportation; effective July 1, 2025.
