Amends 27 O.S. 2021, Section 11 and 66 O.S. 2021, Section 55 to establish requirements for reimbursement of attorney, appraisal, engineering, and expert witness fees in condemnation proceedings.

Property owners may recover reasonable fees when: (1) property cannot be acquired by condemnation; (2) the proceeding is abandoned; or (3) a jury award exceeds the commissioners' award or the condemning authority's last written offer by at least 10% (or 90% when only the condemning authority requests a jury trial).

Written offers of just compensation are considered timely if made within 75 days after the commissioners' report is filed; court determinations on fee reimbursement are appealable to the Oklahoma Supreme Court.

Updates language to be gender neutral, clarifies notification procedures to all parties and unrepresented property owners, and references the Administrative Director of the Courts instead of Court Administrator.

Becomes effective November 1, 2025.
