Oklahoma Health Care Authority shall ensure Medicaid managed care plans, insurers, and health plans comply with federal and state laws regarding mental health and substance use disorder coverage.

Medicaid managed care contracts must require entities to conduct regular parity compliance analysis for each nonquantitative treatment limitation on mental health or substance use disorder benefits, including when changes or amendments are made to prior authorization requirements.

State Medicaid programs and Children's Health Insurance Programs (CHIP) must review and compile parity analyses from all managed care and alternative benefit plans to ensure compliance and address noncompliance through a standardized process.

Oklahoma Health Care Authority shall develop a standardized complaint process for receiving, investigating, substantiating, and resolving parity complaints.

Oklahoma Health Care Authority must publicly release surveys, financial analyses, managed care contract audits, de-identified parity complaints, parity reports, and any analyses submitted to Centers for Medicare and Medicaid Services within thirty days of submission.
