Allows international medical school graduates to obtain limited licensure with defined duration upon meeting requirements including ECFMG certification and either completing a three-year postgraduate training program or practicing as a physician for at least three of the last five years outside the United States.

Requires limited licensees to work only at health care providers with accredited postgraduate training programs and be supervised by the department chair in their intended practice area.

Permits conversion to full and unrestricted licensure after three years of practicing at an Oklahoma health care provider if the licensee maintains good standing and passes United States Medical Licensing Examination (USMLE) Step 1, 2 CK, and 3.

Updates verification requirements to mandate original source verification of Educational Commission for Foreign Medical Graduates (ECFMG) certificates and English language competency determined through ECFMG rather than oral examination.

Adds restrictions on licensure for applicants with disciplinary conduct that would constitute grounds for action under the law and requires applicants with less than two years of recent practice experience to meet additional competency requirements under Section 495h.

Takes effect November 1, 2025.
