HB 2054 Summary

• Increases fine threshold for misdemeanor expungement eligibility in Category 10 from $501 to $1,001 for persons sentenced without imprisonment or suspended sentence.

• Reduces waiting period in Category 11 from 5 years to 3 years after completion of misdemeanor sentence for persons with fines over $1,000.

• Reduces waiting period in Category 12 from 7 years to 5 years for separate misdemeanor convictions involving nonviolent felony offenses.

• Adds Category 17 allowing immediate expungement eligibility for persons who successfully complete diversion programs after paying all court-ordered costs.

• Restores firearm rights to persons with expunged felony convictions, including right to possess firearms and carry handguns under the Oklahoma Self-Defense Act, and right to work as peace officers or gunsmiths.

• Establishes automatic record sealing for "clean slate eligible cases" beginning 3 years after effective date, subject to funding availability.

• Effective November 1, 2025.
