Expands the Oklahoma Uniform Building Code Commission from 11 to 13 appointed members and reduces the experience requirement for local-level regulators/inspectors from 15 years to 10 years prior to November 1, 2005.

Grants the Commission authority to establish continuing education and training requirements for all residential and commercial building construction industry personnel, including code officials, design professionals, and trade workers, with regional training offered at no cost to state-licensed building code officials.

Establishes a workforce development process designed to increase the number of available code officials in Oklahoma, with the Commission required to promulgate rules governing applications, qualifications, and procedures.

Maintains construction permit fee caps at $5.00 for issuance and $5.00 for renewal, with fees deposited in the Oklahoma Uniform Building Code Commission Revolving Fund and used solely for Commission purposes.

Requires the Commission to report electronically to state leadership on fee collections on a semiannual basis and becomes effective November 1, 2025.
