Transfers administration of the Weatherization Assistance Program, Community Services Block Grant, and Emergency Solutions Grants Program from the Oklahoma Department of Commerce to the Department of Human Services, effective July 1, 2026

Designates the Department of Human Services to receive federal funds for these programs and fulfill all federal requirements, including submission of a Consolidated Plan to HUD

Transfers all powers, duties, records, assets, and funds related to these programs from Department of Commerce to Department of Human Services, with employee transfer protections ensuring no loss of grade, salary, leave, sick time, or retirement benefits

Transfers all administrative rules governing these programs to the Department of Human Services and creates a transition team to coordinate the transfer process

Recodifies multiple statutes related to energy conservation, weatherization, and community action agencies under Title 56 of the Oklahoma Statutes for organizational consolidation
