HB 2118 Summary

• Modifies the Adjutant General's duties and authority, including ability to arm military members on installations, accept donations for Oklahoma National Guard programs, and serve as chief of fire protection and police units.

• Changes Adjutant General eligibility requirements from 3 years to 8 years of service in the Oklahoma National Guard and establishes compensation at Major General rate regardless of federal recognition.

• Creates the Oklahoma National Guard CareerTech Assistance Program providing tuition assistance to eligible Guard members attending technology center schools, limited to 3 years, with a revolving fund for program operations.

• Establishes comprehensive military justice provisions including guidelines for court-martial convening by federal officials, nonjudicial punishment procedures, domestic violence penalties, and marijuana prohibition for Guard members.

• Designates co-located readiness facilities as the "Benjamin T. Walkingstick National Guard Complex" and becomes effective November 1, 2025.
