HB 2124 Summary

• Establishes an Office of Judicial Performance Evaluation within the Administrative Office of the Courts, to be led by a Supreme Court-appointed director who may hire employees and outside vendors to conduct judicial performance surveys.

• Creates a Judicial Performance Evaluation Council to administer the evaluation process for intermediate appellate judges and district court judges, review survey results, and compile reports for Supreme Court review.

• Requires the Supreme Court to adopt court rules establishing written performance standards, performance reviews surveying opinions of those with knowledge of judges' performance, and self-evaluations by judges.

• Provides that evaluation information remains confidential unless a judge fails to achieve satisfactory evaluations in two consecutive reviews or purposely fails to complete assigned programs, in which case the failure is posted publicly on the Supreme Court website.

• Mandates annual reports to state leadership and the judiciary committees beginning December 31, 2026, including the number of evaluations performed, response percentages, and summary of results and corrective actions taken.

• Effective date: November 1, 2025.
