HB 2127 Summary

• Requires judgment to be entered when a defendant without means to pay or refuses to pay court financial obligations (fines, fees, costs) in criminal cases, with standard remedies available to judgment creditors.

• Establishes a stay on judgment enforcement remedies if defendant executes an installment payment agreement with the court cost compliance liaison; stay is lifted without notice upon failure to make installment payments.

• Prohibits imprisonment of defendants for inability to pay fines, fees, and/or costs, while allowing civil judgment collection remedies.

• Exempts judgments issued under this section from becoming unenforceable under the standard statute of limitations provision in Title 12, Section 735 of the Oklahoma Statutes.

• Expands the court cost compliance program to include cases where judgment has been entered for unpaid court financial obligations, effective November 1, 2025.
