HB 2184 Summary

• Creates the "Oklahoma Research and Education Protection Act" requiring state educational institutions to disclose gifts and contracts of any value from foreign sources located in foreign adversaries to the Oklahoma State Regents for Higher Education.

• Institutions must disclose gifts received after December 31, 2020 by September 1, 2025, then biannually on January 1 and July 1; contracts follow the same timeline with disclosures including date, amount, purpose, beneficiaries, conditions, foreign source identity, and institutional information.

• The State Regents must establish and maintain public websites displaying disclosed gift and contract information, and may audit institutional use of gifts and contract proceeds received after June 30, 2022 and before July 1, 2025.

• The Attorney General may bring civil actions against non-compliant institutions based on information from legislators, the Governor, State Regents members, State Board of Education members, or taxpayers who submit signed affidavits; prevailing enforcement actions entitle the Attorney General to injunctive relief and recovery of investigation and enforcement costs.

• Effective July 1, 2025, with an emergency clause allowing immediate enactment.
