HB 2186 Summary

• Creates the "Pretrial Data Collection Act" requiring municipal police departments, county sheriff offices, and county jails to collect and report specific pretrial and detention data to the Oklahoma State Bureau of Investigation on a monthly basis beginning January 1, 2026.

• Police departments must collect arrest location, date of arrest, race, ethnicity, age, gender, residence ZIP code, and cited offense for each arrested individual.

• County jails and detention facilities must collect demographic information, criminal charges, bond amounts, sentence terms, health and substance use disorder data, and facility-level statistics including operational capacity, average costs, and length of stay metrics.

• The Oklahoma State Bureau of Investigation shall publish collected datasets in machine-readable format searchable by data element, county, circuit, and unique identifier, with staggered submission deadlines based on agency size (July 1, 2026-2028).

• County commissioners may bring civil action in district court to enforce compliance upon determination of noncompliance by the Bureau; act becomes effective November 1, 2025.
