Mandates hearing screenings for all Oklahoma public school and charter school students in pre-kindergarten, kindergarten, grades 1, 2, 3, 5, 7, and 11, with screenings conducted by Department of Health-approved providers listed on a statewide registry

Establishes specific technical requirements for screening equipment including pure tone audiometers, tympanometers, otoacoustic emission devices, and tablet-based assessment software, all meeting ANSI standards with annual calibration

Requires students who fail screenings to receive referral for comprehensive hearing examination by a licensed audiologist, with written results reported to the Department of Health, school, parent/guardian, and primary care provider

Creates a three-year gradient implementation period allowing schools to phase in screening methods, with speech and high-frequency pure tone testing required for special education evaluations and parent/educator referrals

Takes effect June 1, 2025, with school districts required to notify parents of students enrolling in specified grades beginning with the 2026-2027 school year
