• Creates the Oklahoma Ensuring Likeness, Voice, and Image Security Act of 2025, establishing individual property rights in the use of name, photograph, voice, or likeness in any medium.

• Property rights are exclusive, freely assignable and licensable, and do not expire upon death; rights pass to executors, assigns, heirs, or devisees for 10 years after death, with rights continuing indefinitely if commercially exploited during that period.

• Establishes civil liability for any person who knowingly uses an individual's name, photograph, voice, or likeness for advertising, merchandise, fundraising, or solicitation without prior consent, or for distributing technology designed to produce such likeness without authorization.

• Provides fair use exemptions for uses protected by the First Amendment, including news, public affairs, sports broadcasts, commentary, criticism, scholarship, satire, parody, authentic self-representations, fleeting or incidental uses, and advertisements for protected works.

• Effective date: November 1, 2025.
