• Transfers massage therapy regulation from the State Board of Cosmetology and Barbering to the Oklahoma Board of Medical Licensure and Supervision.

• Requires massage therapists to obtain licensure after May 1, 2017, with 500 hours of formal education from a state-licensed school and passage of a nationally recognized competency examination.

• Establishes an Advisory Board on Massage Therapy consisting of five members: three licensed massage therapists with 3+ years Oklahoma experience, one massage school administrator/faculty member, and one citizen member.

• Sets license fees at $25 for initial licenses issued before May 1, 2017, and $50 annually for renewal after that date, with $10 duplicate license fees.

• Authorizes the Board to take disciplinary action including denial, suspension, or revocation of licenses for unprofessional conduct, violations of law or rules, and practice without proper licensure; prohibits advertising massage therapy services in combination with escort or dating services.

• Effective November 1, 2025.
