Creates an Advisory Board on Massage Therapy with 5 members appointed by the Governor for 4-year terms: 3 licensed massage therapists with 3+ years Oklahoma practice experience, 1 school administrator or faculty member from a nationally accredited massage therapy school, and 1 citizen member.

Establishes an Oversight Committee on Massage Therapy with 3-5 members selected by the Advisory Board for 4-year terms to review complaints, conduct investigations, and recommend disciplinary actions for violations.

Requires the Oversight Committee to establish formal complaint and hearing processes, provide annual sexual harassment and assault training, and enforce professional conduct standards under the Massage Therapy Practice Act.

Maintains existing licensing fees: $25.00 for licenses issued before May 1, 2017; $50.00 per year for licenses issued after May 1, 2017; and $10.00 for duplicate licenses.

Takes effect November 1, 2025.
