Changes the effective date for wrongful incarceration claims from May 28, 2003 to July 1, 2025, and increases the liability cap from $175,000 to $50,000 multiplied by the number of years served in prison.

Provides supplemental compensation of $50,000 per year for persons who served time on death row and $25,000 per year for persons released on parole or probation.

Awards exceeding $1,000,000 are paid as $1,000,000 lump sum with the remainder paid annually over three years; claimants may obtain group health insurance through the Department of Corrections for a period equal to their total incarceration time.

Requires the Department of Corrections to provide wrongfully imprisoned persons with information about compensation eligibility and nonprofit advocacy groups upon release.

Waives resident and nonresident tuition, room and board, and mandatory fees for wrongfully incarcerated persons and their children at Oklahoma higher education and career technology institutions, limited to 120 credit hours.
