Prohibits school district personnel from using corporal punishment on students with the most significant cognitive disabilities unless addressed in an annual individualized education program (IEP), with waiver available if parent or legal guardian provides written consent.

Defines "corporal punishment" as the deliberate infliction of physical pain by hitting, paddling, spanking, slapping, or any other physical force used as a means of discipline.

Requires each school district to report annually to the State Department of Education the number of times corporal punishment was administered, and records including student grade, age, race, gender, disability status, administering personnel, date and time of incident, and witnesses.

Directs the State Department of Education to provide an annual compilation report on corporal punishment administration to the Oklahoma Commission on Children and Youth.

Effective date is July 1, 2025, with emergency clause allowing immediate effect upon passage and approval.
