State Department of Education shall develop a system to code initial teacher certification pathways, including emergency certification and full-time adjunct certification.

Creates a 13-member Data Governance Council to monitor teacher certification pathways, identify data elements for workforce quality, and establish best practices in data management and security.

Council membership includes representatives from higher education, state education agencies, school boards, administrators, teachers, principals, and university-based educator preparation programs.

Appointments to the Council must be made by December 1, 2025, with the first meeting called by the State Superintendent of Public Instruction no later than February 1, 2026; meetings held at least quarterly.

Council members receive no compensation, are subject to Oklahoma Open Meeting Act and Open Records Act, and are exempt from dual office-holding prohibitions; act becomes effective November 1, 2025.
