• Creates the Apprentice Scholarship Program Revolving Fund in the State Treasury, funded by legislative appropriations and private donations to the Oklahoma State Board of Career and Technology Education.

• Authorizes the Oklahoma State Board of Career and Technology Education to award annual grants supporting tuition and fees for eligible high school graduates enrolling in federally approved apprenticeship programs in technical trades through Joint Apprenticeship & Training Committees designated programs.

• Directs the Board to establish criteria and application processes for grants, with applications considered on a statewide competitive basis.

• Requires the Board to promulgate rules implementing the grant program, with expenditures made through warrants issued by the State Treasurer.
