Amends the Oklahoma National Guard Educational Assistance Program to include approved program fees, academic service fees, and other fees in addition to tuition for eligible Guard members, requiring joint review and approval by Oklahoma State Regents for Higher Education and Military Department.

Limits undergraduate assistance to a maximum of 120 credit hours for associate's or baccalaureate degrees and graduate assistance to 40 credit hours for master's degrees, with Military Department authorized to establish per-semester enrollment caps per program.

Adds requirement that eligible Guard members must possess a Military Occupational Specialty (MOS) or Air Force Specialty Code (AFSC) after their first semester to retain program eligibility.

Authorizes Military Department to promulgate application and eligibility regulations with Oklahoma State Regents for Higher Education required to coordinate rule promulgation to ensure compatibility.

Takes effect July 1, 2025, with emergency declaration for immediate implementation.
