• Mandates that inter-district transfer students automatically continue attending the transferred district each school year unless denied for specific reasons outlined in the policy (acts/reasons in Section 24-101.3 or history of absences).

• Requires intra-district transfer students to automatically continue at the transferred school site each year unless denied for the same limited reasons, with limits of two transfers per school year for non-foster care students.

• Removes requirement that military dependent parents provide evidence of active duty status and eliminates "home of record" references; prohibits schools from precluding military-connected students from enrollment prior to establishing residency if they have special education needs.

• Allows military dependent students provisional eligibility for intra-district transfers regardless of capacity at specified rates: 2 per 100 students (elementary), 4 per 100 (middle school), and 6 per 100 (high school).

• Effective July 1, 2025, with emergency clause allowing immediate implementation; repeals prior military dependent transfer statute.
