Prohibits holding or using hand-held cellular telephones and manually composing, sending, or reading text messages while operating a motor vehicle in school zones with reduced speed limits or road construction zones.

Exempts hands-free or voice-operated devices, vehicle-integrated devices, voice-operated navigation systems, and communications with emergency services regarding imminent emergencies from the prohibition.

Establishes a maximum fine of $100 for violations, with no points assessed against a driver's license record.

Authorizes municipalities to enact ordinances with identical provisions and enforcement provisions that are no more stringent than state law, with combined fines and court costs not exceeding $100.

Prohibits law enforcement officers from confiscating cellular or electronic communication devices without consent, except when probable cause exists that the device was used in a crime, a valid search warrant is obtained, or otherwise authorized by law.

Becomes effective November 1, 2025.
