Amends Oklahoma law to expand owners association lien authority to include any obligations arising after the initial lien filing, including future levies or assessments that remain unpaid.

Allows owners associations to collect debts by filing a district court action where the property is located, with prevailing parties entitled to recover reasonable attorney fees fixed by the court.

Establishes different outcomes for court judgments: if a lien was filed and the association wins, the judgment supersedes the lien; if no lien was filed and the association wins, the judgment becomes a judgment lien; if owners win, judgment costs become the association's obligation to pay through levies on all members except the prevailing party.

Permits foreclosure on liens or judgment liens after the third anniversary of filing, only if amounts remain owed, using the same procedures as mortgage or deed of trust foreclosures.

Takes effect November 1, 2025.
