Amends the definition of "per-pupil expenditure" in Oklahoma law (70 O.S. 2021, Section 1-124) to expand the categories of eligible expenditures included in the calculation.

Adds two new categories of instruction to the definition: academic instruction through career and technology education programs at comprehensive or technology center schools, and instruction through concurrent classes that satisfy high school graduation requirements.

Requires the State Department of Education to report and publish per-pupil expenditure data by breaking down each of the 12 expenditure categories separately in addition to the aggregate total expenditure.

Becomes effective July 1, 2025, with an emergency clause allowing the act to take effect immediately upon passage and approval.
