Prohibits public trust hospital licenses from transferring to addresses more than 15 miles away if the hospital is located in a community with fewer than 30,000 residents according to the latest Federal Decennial Census.

Requires appointment of three mediators (one by the hospital, one by the municipality, and one mutually agreed upon) to determine a fair sales price if a hospital announces closure and the parties cannot agree without mediation.

Allows the beneficiary municipality to purchase the hospital at the mediator-determined price if it has the appropriate staff to operate the facility.

Requires hospital trustees to certify they have not entered into agreements regarding positions or employment with prospective owners and will not receive financial benefits from the sale.

Mandates all public trust hospital trustees complete a state-approved trustee education program and obtain Certified Hospital Trustee certification within 90 days of appointment.

Becomes effective November 1, 2025.
