• Enacts the "Dr. Tom Coburn Act" establishing criminal penalties for commissioners and alternate commissioners at Article V constitutional amendment conventions who exceed their delegated authority.

• Defines "commissioner" as a person selected by legislative resolution to represent Oklahoma at an Article V convention, and "alternate commissioner" as a person selected to fill a vacancy in the delegation.

• Makes it a felony for commissioners or alternate commissioners to vote or act beyond the authority granted in their commission, including any subsequent instructions issued before such action.

• Makes it a felony for any individual to knowingly bribe, threaten, intimidate, or obstruct a commissioner, alternate commissioner, or representative from another state at a convention held in Oklahoma while performing their duties.

• Takes effect November 1, 2025.
