Department of Human Services must establish data-matching agreements with the Oklahoma Lottery Commission, Horse Racing Commission, State Department of Health, Employment Security Commission, Tax Commission, and Department of Corrections to verify SNAP eligibility and identify changes in income, employment, assets, deaths, and incarceration

Lottery or gambling winnings of $3,000 or more must be identified and treated as verified information to assess eligibility against resource limits for elderly or disabled households

Categorical eligibility for SNAP based on noncash, in-kind, or other benefits is prohibited unless expressly required by federal law, and gross income standards cannot exceed those specified in federal statute (7 U.S.C. Section 2014(c))

Households must report changes in circumstances within 10 days, and DHS must conduct on-site inspections of authorized retailers accepting EBT cards to identify potential benefit trafficking in coordination with law enforcement

DHS must publish quarterly data on fraud investigations, improper payments, monies recovered, prosecutions referred to the Attorney General, and out-of-state EBT transactions; effective date is November 1, 2025
