Expands the Impaired Driving Prevention Advisory Committee from 15 members to 19 members by adding the State Commissioner of Health, the Executive Director of the Oklahoma Department of Transportation, the Executive Director of the Oklahoma Medical Marijuana Authority, and the Executive Director of the State Board of Pharmacy.

Maintains the Committee's existing structure with the Commissioner of Public Safety serving as Chair and establishes meeting requirements of at least once annually but no more than four times per year.

Authorizes the Committee to collect, analyze, and interpret crash data on impaired driving, review and monitor the state's impaired driving system, and coordinate efforts among stakeholders to reduce impaired driving incidents and severity.

Requires the Committee to submit an annual statewide strategic plan to reduce impaired driving incidents by December 31 each year to the Governor, President Pro Tempore of the State Senate, and Speaker of the House of Representatives.

Provides that state agency and political subdivision employees serve without additional compensation but are entitled to reimbursement for actual and necessary travel expenses.

Takes effect November 1, 2025.
