Creates the "Base Infrastructure Needs and Development - Schools Revolving Fund" (BIND – Schools Fund) in the State Treasury under the Oklahoma Military Department as a continuing fund not subject to fiscal year limitations.

Establishes the "Base Infrastructure Needs and Development – Schools Program" within the Oklahoma Military Department to utilize BIND – Schools Fund monies, alone or combined with other available funding, for infrastructure investments including new construction and facility improvements on military bases in Oklahoma.

Authorizes fund expenditures to support projects that either decrease the likelihood of military base closures in the state or increase the likelihood of military base expansions in the state.

Expenditures from the fund require warrants issued by the State Treasurer against claims filed with the Director of the Office of Management and Enterprise Services for approval and payment.

Effective date is July 1, 2025, with emergency clause allowing immediate effect upon passage and approval.
