Creates the "Base Infrastructure Needs and Development - Technology Revolving Fund" (BIND - Technology Fund) in the State Treasury for the Oklahoma Military Department as a continuing fund not subject to fiscal year limitations.

Establishes the "Base Infrastructure Needs and Development - Technology Program" (BIND - Technology Program) within the Oklahoma Military Department to utilize funds from the revolving fund, alone or combined with other available funding.

Authorizes the program to make infrastructure investments including purchasing licenses and software for military simulation training to either decrease the likelihood of military base closures in Oklahoma or increase the likelihood of base expansions.

Requires expenditures from the fund to be made by warrants issued by the State Treasurer against claims approved by the Director of the Office of Management and Enterprise Services.

Becomes effective July 1, 2025, with an emergency clause allowing the act to take effect immediately upon passage and approval.
