Prohibits issuance of retail spirits licenses to corporations, limited liability companies, or similar business entities, but allows limited partnerships and limited liability partnerships to hold such licenses.

Permits existing retail spirits licensees organized as limited partnerships to convert to limited liability partnerships without reapplying for a license or suspending operations, provided notice is given to the Alcoholic Beverage Laws Enforcement Commission within 90 days.

Requires all partners in a limited partnership or limited liability partnership holding a retail spirits license to be natural persons and fully disclosed to the ABLE Commission.

Clarifies that limited liability partnerships are distinct from limited liability companies and are recognized as a form of partnership subject to the Oklahoma Revised Uniform Partnership Act, not the Oklahoma Limited Liability Company Act.

Becomes effective November 1, 2025.
