• Amends Oklahoma statute 12 O.S. 2021, Section 3009.1 to require that actual amounts paid for medical services be admissible in personal injury trials rather than amounts billed, with exceptions for medical provider liens.

• Allows Medicare reimbursement rates (when no payment has been made) to be admissible if the medical provider acknowledges acceptance of that rate as full payment, with exceptions for liens exceeding the Medicare rate.

• If no payment is made and no provider acknowledgment is submitted, billed amounts may be used as evidence of reasonable value but are limited to sums that could be satisfied through the injured party's health insurance or government-sponsored health care programs.

• Creates new statute 12 O.S. Section 3009.2 establishing similar limitations for future medical treatment not yet incurred, requiring use of actual insurance reimbursement rates or Medicare rates when applicable.

• Effective November 1, 2025, applying to civil actions arising from personal injury filed on or after that date.
