House Bill 2628 Summary

• Amends 12 O.S. 2021, Section 2702 to modify standards for admitting expert testimony in civil proceedings.

• Requires the proponent of expert testimony to demonstrate to the court that it is more likely than not that the testimony meets three criteria: based on sufficient facts or data, product of reliable principles and methods, and reflects reliable application of those principles to the case facts.

• Changes language in the third criterion from "the witness has applied" to "expert's opinion reflects a reliable application" of principles and methods to the facts of the case.

• Takes effect November 1, 2025.
