Creates the "Shai Cooper Act" relating to adoption procedures for children in Oklahoma.

Expands circumstances allowing courts to waive preplacement home study requirements when the child is a biological or adopted child of immediate relatives (defined as brother, sister, grandparent, aunt, or uncle) of petitioners or their spouses.

Court may waive home study if it finds the waiver is in the child's best interest and the petitioner has no felony convictions or records of child abuse, neglect, or domestic violence, and no protective orders issued against them.

Allows single immediate relatives to request home study waivers without being prohibited from doing so based on marital status.

Becomes effective November 1, 2025.
