Amends the Oklahoma Museum of Popular Culture Supplemental Revolving Fund to change the matching funds requirement from money collected before May 25, 2023 to money collected before May 25, 2021.

Establishes that no expenditures from the fund may be made until the State Treasurer determines that $18,000,000 in matching funds from local/county governments, federal government, or monetary donations have been secured for museum repairs, planning, staging, refurbishments, improvements, and construction.

Requires the State Treasurer to issue warrants against claims filed with the Director of the Office of Management and Enterprise Services for fund expenditures.

Mandates that if no determination authorizing expenditures is made by November 15, 2025, all remaining unencumbered funds in the revolving fund shall be transferred to the General Revenue Fund for the fiscal year ending June 30, 2024.
