OK HB2696

Requires public educational institutions to release all requested student records to parents, guardians, or adult students (age 18+) in a timely manner in accordance with the Oklahoma Open Records Act.

Mandates that educational institutions provide student records free of charge and prohibits redacting or omitting information unless disclosure would violate the law.

Specifies that releasable records include personal communications related to IEPs, disciplinary actions, school activities, student-teacher meetings, staff correspondence, meeting notes, student athlete contracts, special education program changes, assessments, progress reports, and internal complaints or recommendations regarding the student.

Exempts from confidentiality requirements statistical information not identified with a particular student and directory information (such as name, address, participation in activities, and degrees received).

Becomes effective November 1, 2025.
